Within Konohagakure there has been a second and inner wall constructed. This wall is made to separate the Merchant district, the district right in front of the Maing Gate, from the rest of Konohagakure. At this inner wall, there have been made check points and some smaller variants of barriers and seals in order to try to prevent anybody from simply scaling or digging underneath the wall. In order to get from the Merchant district to the inner districts of Konohagakure, one needs to validate that they are born civilians or granted rights to enter the inner section of Konohagakure. This is being checked by blood. Every civilian of Konohagakure (and every shinobi) needs to donate a bit of blood in order for those who watch over the security within Konohagakure. By the blood the chakra signature of the person can be traced and matched with anybody that has been registered as a civilian or person permitted to enter the inner section of Konohagakure. The blood of the active shinobi are being taken and used in order to check the current state of the army as well to decrease the capabilities of offensive intelligence gathering from rivals.
The blood and such information is being stored underground the Intelligence headquarters.
Fire Union
The Fire Union is an unique diplomatic organization with Konohagakure, thus the Hokage, at it's top. It has been devised by the Yondaime Hokage's assistant, Meisa Ichi, who proposed the idea. After some time, they managed to convince most of the surrounding countries to join this union. Each vassal permits Konohagakure forces to establish bases and such within their own ground, as sending their own recruits (Genins and such) to secret outposts near their border with the Fire Country, in order to keep a standby force. Trained by mostly Konoha nin, the bond between the Fire nation and the members of the Fire union are growing. They are still much like vassals, bound by oath to follow the will and order of the Hokage.
Fire Union Army (Reformed Army standard) :
The army of the Fire Union is being organized in five kind of divisions. A division is usually made up around the number of 1200 to 1500 soldiers. The bulk of it being formed by chuunin. They also wear distinctions with their flak jacket, to show which rank and part of division and team they are in.

Next to that, those who are promoted to be specialized jounin and jounin are required to follow classes on warfare and leadership at the War Academy. There they will be taught the basics of warfare and leadership. Next to what their role in a division will be. This is in order to increase the organization of the Fire Union forces as they will be better organized and fit for warfare.
How a division is formed and made up from :
A division is made up from ;
Squads, which are led by a sergeant and at the size of a normal team. (4 people in total)
Platoons, which are 2-3 squads, led by a lieutenant. (8 to 12 troops in total)
Companies, which are composed out of 3 to 6 platoons. They are led by a captain/major. (24 to 72 troops in total.)
Battalion, are made up from 5 companies and are led by a colonel. The companies in a battalion are made up from three vanguard company, one rearguard company and one communication company. (120 to 360 troops in total)
Brigade, are made up from 3 to 6 battalions. A is being led by a brigade general (360 to 1800 troops in total.)
And 5 brigade form one division, which is thus composed out of around, meaning that a regular division is made up by 1.800 to 9.000 troops in total. A division is led by a major general. However, the rank of major general isn't in the top of the village hierarchy like the department commanders. This means that the major generals are still under command of the Jounin commander.
Then it should be known that a specialized jounin can obtain the rank of a sergeant till lieutenant. A jounin starts at the rank of captain major to brigade general. The positions of a major general are been given on merit and judgement of the Hokage or his/her advisers. An ANBU might be placed all around, but this has often a meaning to it.

The Lighting country and its vassals (The Cloud) have a special civilian system. Everybody that is been born in the Lightning country or been accepted as civilian (After several tests and a good record, which doesn't have to be a military one) will need to wear a tag around their neck. One similar to a dog tag. On this tag, there will be several sequences of numbers being scripted on. These numbers will show to an administrative office, run by civilians as the Police Force where a person was born in the country, on which date and other information. With these tags it is easier to follow a person as to draft up levies in times of need. Another benefit of the system is that it allows the Cloud to gain a small defense against intelligence gathering from other nations.
The Three Branches
Police Corps
The regular Kumogakure military is being branched in three factions. The Police Corps, which are under the leadership of the Guard Commander. The police corps are shinobi who are stationed and being lead to safeguard the safety of the civilians and public order within the Cloud. They are able to be used as regular forces, but their main task is to perform to ensure that unrest and riots are being controlled. They are the smallest branch.
Black Guard
The corps that is more stationed at the borders and are stationed with the orders of maintaining a strict overview of who enters the countries of the Cloud and what their purpose may be. The members of the Black Guard were first a small task force at the mountanious regions between the Frost and Lightning Country, but due their excellence service have they been formed into a corps. Now at most borders, the Black Guard is seen as the force that is required to guard the Cloud against the first strikes of the enemy. This means countering sabotage and stealth operations from any potential neighbor near the border regions.
Storm Vanguard
The corps that is being regarded as the regular troop branch. Thus the majority of the shinobi in service of the Cloud.
