Changing history, unchanging heart
" Some people say power corrupts. It is true. But power corrupts only those who desire power for the sake of it, wielding it for their own selfish desires ... "
Ryoku was thinking about this as he was watching over Amegakure from atop the tallest building in the village that will be housing his office. The village was liberated, but the price they paid was heavy. And he was not thinking about all the structural damage they suffered - destroyed buildings could be reconstructed, squares recreated. But they could not replace those who paid the ultimate price for the liberty of the village. There was no way to replace them. Thus, Ryoku decided he will honor their sacrifice by making Ame a thriving village - a place where people will enjoy spending their live, a place no longer ran by tyranny and brutal methods of the previous leaders. A place free of empty promises, where the government of the village will work for the village. A new Amegakure.
" ... who earn power by lies, deception and murder may be consolidating power, but they are digging their own graves. If there is something every tyrant is afraid of ... "
Joining the Fire Union promised to be a huge step forward in the history of the village. Never before did the village communicate with the rest of the world on such a scale, or with such importance. It was cleanly a turning point for Ame, and Ryoku swore to make the best from it. Not by gaining power and position for himself, but a chance to grow and prosper for everybody. But by gaining such chances, he had to take the responsibilities that come along with such things. He will bear that responsibility and represent the village in the Shinobir world, establishing its place, making the Five Great Nations recognize their nation as well. Being an equal to them was a question of a very long track. But making Ame into a village that has to be reckoned with was achievable. And Ryoku set his mind into doing that.
" ... it is the uprising of the very people he subjected to his cruelty and tyranny. They are afraid of the people they terrorize ... so, are you afraid ... Soru Deshuga? "
But before great changes can happen on a large scale, they must happen on a smaller scale as well. He was talking about the Jounin Commander of the village, a person he will definitely remove as soon as the time is right. But Soru can wait - tending to the needs of the village could not wait. Reconstructing critical infrastructure destroyed by the battle was the top priority - rebuilding any damaged hospitals, resuming a steady flow of food and other goods necessary for a daily life to the village was of utmost importance, and Ryoku will personally lend his hands to the process, not just directing it from his office. His hands will help rebuild this village, piece after piece, unless it will become the proud village Ryoku envisioned.

"Working on a Brighter Future Together" (Three Months into the Timeskip) A Collab between Red Fox and Mr Nim Summary Ryoku makes Hoshi Miwa the new Jounin Commander
Ryoku frowned as he was forced to place another file to the steadily growing pile at his right hand. With the village deep in the process of rebuilding and reorganizing, he had to fill the vacant position of a Jounin Commander. Some of his peers pressed him to make his decision quickly, but he waved them off every time. He wanted his best to avoid selecting another Soru Deshuga for the position - that much was clear. Still, he found none of the candidates trustworthy enough - and if they were, they lacked a record to support their naming for the position. With a deep sigh, he reached for another file.
" Hoshi Miwa ... Jounin ... Fire Release ... " So far, just an ordinary Amegakure Jounin. However, as he was reading deeper and deeper into the file, his hopes started to rise slightly. " Respectful personality ... extensive training ... " He was reading deeper and deeper into the file, and a smile slowly appeared on his lips." Above average intellect ... great skill in genjutsu ... caring towards her village ..." Those were deffinitely the qualities of a Jounin Commander Ryoku was looking for. Standing out and leaving his office, he went to his aide, Jurgo. After knocking on his door, he walked in." Jurgo-san, if you could ... I need to talk with Hoshi Miwa immediately. Could you go and fetch her for me right now?" The man responded with a polite bow as he stood up." I will go and find her right now, Ryoku-sama." After he left, Ryoku returned to his office and removed the files from his table, leaving only Hoshi´s file on his desk. Then he sat down and started to look at various reports from around the village.
Looking at a Chuunin who stood infront of her, being confused as to where he was supposed to go to find her, Hoshi smiled as the Chuunin went the right way and moved to a fighting position in front of her. Clapping, she gave him a nod, and he watched as she did the release seal and the Genjutsu maze that was around him vanished "Well done. You managed to find me even after being put under genjutsu, which is an impressive feat, but you should always remember the ways of dispelling a genjutsu. Stopping you chakra movement and then making it move again quickly, and having a teammember insert chakra into you. Genjutsus are often used as ways to be able to either strike the enemy with more ease or as a way to escape without being fol-" She stopped talking as she noticed Jurgo approach the trainingfield. She and the Chuunin gave him a small bow as he entered the trainingfield "The Amekage wishes to speak with you, Hoshi Miwa." He told her, to which she gave him a nod "He told me to bring you to his office immediately." He added.
Turning to look at the Chuunin, Hoshi gave him a smile "You are making excellent progress, and I will make sure you will eventually be able to escape from a Genjutsu and face one with relative ease. I will speak to you as soon as I can on when our next training session will be." She told him, before the Chuunin gave her a smile back and ran out of the trainingfield, already being excited on what he will learn next. Looking at Jurgo again, she nodded once more "Lets go to the Amekage's office then. I would hate to keep our great leader waiting." She said in a serious tone, and begin following Jurgo in the direction of the Amekage's office. A few minutes later she was looking at the door of to the Amekage's office as Jurgo approached it and knocked on it. Waiting behind him, she wondered what could the Amekage be wanting her, and hoped it would be only good matters and not bad ones.
Just as Ryoku finished signing the last document on his table, regarding a monument to the fallen, he heard a knock on his door."Come in." He was hoping that it was Jurgo with Hoshi, and as the door opened he was not disappointed. Arranging the papers, he stretched his hand with them towards Jurgo." Thank you for doing it on such a short notice, Jurgo-san. Take these and place them into the archives. That would be all for now, thank you." He gave Ryoku a respectful nod and took the papers, leaving the Kage with the Jounin." Hoshi-san, I am really pleased that you could pay this visit to me. I apologize if I interrupted you but I would not do so unless the matter is of such importance as this is. Please, take a seat."
Following Jurgo as he entered the office, Hoshi waited for Ryoku to finish his business with Jurgo before she noticed he began talking to her "It's perfectly fine, Amekage-sama. I was training one of the fine Chuunin of the village, but I when Jurgo-kun came to call me I was already at the end of today's session, so you have not caused any interruption, although I would've stopped the training and continued it at another time if he would've arrived at the middle of the training. While training the young genin and chuunin of the village is important, anything you wish to discuss with me must have an equal importance, if not greater." She said, giving Ryoku a bow before sitting down in front of him.
Ryoku made a small plus on a piece of paper before him, and returned the bow with a smile."I am very pleased that our village has great Jounins like you - preparing the young Genins and Chuunins is an important task, and with dedicated people like you - I think they will be well prepared. Now, for my call." He reached for Soru´s file that was still on his desk and placed it before her." You surely know this man. Our previous Jounin Commander who got imprisoned for crimes against our village. It was a rather large blow for our village, especially in the times when it all happened. But now, we are moving forward ... and for us to move forward, we need to make sure the village has a strong leadership. Tell me, Hoshi-sama ... what is your opinion about the rank of a Jounin Commander ?"
When Ryoku refered to her as sama, Hoshi blushed a bit. Coming from the Amekage, it meant a lot for her, and she nearly missed his question as she was still thinking about the fact he named her sama. Letting herself think about the question for a couple of moments, she gave the Amekage a serious look "I believe the Jounin Commander rank is a very important one, and being in charge of so many fine shinobi means a great deal of responsibility, both towards the shinobi and the village itself. It means that Jounin Commander needs to try and think with the leader of the village and his assistant about who will be best to send to certain missions, or if it is wise for someone to be on one front rather than another, while making sure that at the end, the chance of shinobi dying is as low as it can get." She said and took a deep breath.
"I believe that Soru would've been a great Jounin Commander if he had just a bit more care towards the men and women he was working with, but at the end, the things that happened cannot be changed. He lost what could've been the most important role in his life, and I think that now is the time for someone else to take up the Rank and ensure that past mistakes will not be repeated. That is what I think about the Rank, Amekage-sama." Hoshi finished speaking and took another deep breath, this time not returning to speak but waiting to hear what Ryoku had to say.
Ryoku made a second plus, this time a bit larger. He was very pleased with the answer - just the answer he was hoping to hear from a Jounin Commander. But he needed to verify something else if he was to ask her to fill the role. " That was a nice answer, Hoshi-sama. I am really, really glad you are thinking about it like the way you do. Indeed, a Jounin Commander needs all the qualities you described. And even something more - compassion. As a Kage, I consider my village to be my family to some extent. That is why I want to avoid wars - if they can be avoided, I will avoid them. But if I have no other choice, I will show no mercy to the enemies of Amegakure."
Saying that, Ryoku leaned towards his table and placed both of his hands on it." Now let me ask you this. If you would have knowledge of a Jounin Commander, an ANBU operative, a Jounin or anyboday acting against our village, could you report them even if it is your best friend ... family member ... or a person you just randomly met ?"
Listening to the question of the Amekage, she knew what her answer will be. It was something that would never change, and it was something both her parents taught her to be from the moment she was born "I would report anyone, even you, Amekage-sama, If I had the knowledge and proof of the person acting against the village. I would personally make sure the person is brought to trail, and also try and decrease any damage that might've been done to the village from that person's actions." Hoshi said with determination in her voice and without any hesitation.
Ryoku smiled and nodded in response." Splendid. These are qualities that are indeed necessary for a Jounin Commander, as well as for any Amegakure Shinobi. Power corrupts people, and those who get easily corrupted then start to spred their corruption around them. A corrupted villa is unable to prosper. That is why I am reorganizing it from the ground. Now, one last question, Hoshi-sama. If you would know that I am acting against the best interests of the village ... could you bring yourself to kill me?"
Kill the Amekage? That sounded a bit harsh, but with the situation he presented, she thought about for a moment "If I found out that you were acting against the best interests of the village, I would not hesitate to kill you, but only after you explained your reasons. If you attempted to attack me instead of explaining, I would simply bring you down." Hoshi said, and not a hint of hesitation in her voice. She begin wondering why he was asking her all those questions, and kept mentioning that what she answered were qualities fitting for a Jounin Commander.
Ryoku leaned back into his chair. He was looking at a young, dedicated woman that fulfilled most requirements - even killing him if it would be necessary. He was satisfied with the answers." Your answers exceeded all of my expectations, Hoshi-sama. You are willing to stay true to your village, not to your superiors. That´s a quality I am trying to bring into this village. If we are to rebuild Ame as a better place, I will need people like you surrounding me. That is why I would want to offer you a place in the reorganazing efforts of this village. Would you be willing to lend your village a helping hand?"
Hoshi's eyes opened up a bit more in surprise. Ryoku-sama just offered her to work more closely with him "I would be honoured, Ryoku-sama." She said, calling him by his name and not title for the first time in the conversation, while inside she was screaming out of joy. Working with him meant that she had to chance to make sure the village will go at the right path, and that the shinobi of the village will become the best shinobi they could be. She didn't believe she got that chance. She gave a small smile to the Amekage "Thank you, Amekage-sama." She added.
Ryoku was pleased that the position would finally be filled by somebody responsible." I thank you, Hoshi-sama. But I have not yet told you the thing I had on my mind, but since you agreed to help us ... I do not see any complication. I have sent Jurgo for you to ask you to take the position of the Jounin Commander yourself, Hoshi-sama. We need somebody like you, who can lead through inspiration, not brutality. A leader who cares for the troops he leads. A leader who cares for the village .. not for the leader of the village. Would you accept, Hoshi-sama?"
"I would be greatly honoured, Ryoku-sama." She said with a slightly delighted tone. She could not believe it. She, not only working close to the Amekage, but as the Jounin Commander. It seemed like a dream for her at first, but after a moment she realised that it was very much real, and that she had just accepted the offer. She got up and gave the Amekage a bow "Thank you for this chance, Ryoku-sama, and I promise you I will not let the village down." She said before getting up from the bow and looking at him with another small smile.
Ryoku stood up with a smile on his lips as well." The pleasure is mine, Hoshi-sama. Now, if you would follow me, I will show you the office you can use. This way, please." Ryoku was delighted to lead her to her future office, the one only a few doors away from his office. As they walked into the much larger office than the one Ryoku was using, they were rewarded with a view over the village through a rather large window." We were able to move into this quickly thanks to our efforts in putting the village back together. I always find the view from the top floors magnificent. This would be your office, Hoshi-sama. I will arrange for a few necessary things - maps, documents, information, everthing you should need about the standing of our forces. I am confident that you will live up to my expectations, Hoshi-sama. Take all the time you need to move into your office."
Following Ryoku to her new office, she was surprised to see it was bigger than his office. She thought it would only make sense that he would take the bigger office, but it actually meant she would be able to organize everything in a perfect fashion, which she liked "I would need more time to arrange everything in the office rather than move in, as I don't have too many things I will place here. This office is amazing. Thank you." She said and kept looking around. As she noticed the view over the village, she couldn't believe it. This was something she always enjoyed, seeing the village, but to be able to do so from her own office was an amazing thought to her.
Ryoku was glad that everything was to Hoshi´s liking - somehow, he knew he made the right choice about appointing her. She had a bright future before her, and he was sure she will make it far." I am really glad everything is to your likings, Hoshi-sama. Also, with you being the Jounin Commander, I have to ask for your presence at the Square of Freedom ... reconstructing it is my priority. In a month from now, I am going to officially asume the role of Amekage before the villagers. Also, I will errect a monument for our fallen comrades." From the window of this office, the Square and the workers on it were in perfect sight. They worked hard, giving they everything to the village. But some had to give their lifes for their freedom. Ryoku got a lost bit in thoughts as he looked towards the Square.
Nodding, Hoshi turned to look at Ryoku "The Square of Freedom... You can trust that I will be there." She said, sounding serious "If I may add one small suggestion though, as I can clearly see the village is under quite a few reconstructions already... The Academy is in good shape, I believe we can agree on that, and the Trainingfields are also in a good condition, but not everyone is thrilled with training in the rain, nor does it always help us. I was thinking that perhaps we can construct a couple of building with a few trainingfields in them that will allow us to not only have a place safe from the constant rain, but also give us a chance to test the skills of our shinobi in different kind of fields. We can't always assume we will fight in the rain, and this will allow us and the Jounins to prepare everyone for most scenarios." She added, and the look in her eyes suggested that she has a lot more plans that she thought would be benefical to Amegakure.
Returning to his mind a few seconds later, he turned to her." But of course we can, Hoshi-sama. Once all the work on this building is finished, both new centers will be rised, and my old headquarters, as well as the ones used by the Azure Tide will be converted into fully equipped training centers for the next generations. It should take no more than a couple of days. I will inform you immediately. Should you have any requests, suggestions, anything - feel free to turn to me personally, or leave a message at Jurgo-san. Now, I believe we both have our duties to attend to ... so I do not wish to hold you back. Thank you for accepting, Hoshi-sama. I look forward to our work on a brighter future." With that, he gave her a respectful bow and headed back to his office.
